Kept separate from DEFAULT_ESPLORA on purpose: attesting needs one cheap
endpoint (/block-height/<n>), while serving proofs needs the full esplora
surface, so membership is a different question. bitcoin.lu.ke for instance
404s on /tx/<txid>/merkle-proof and answers hash-at-height fine.
Backends that served the bundle are filtered out of this list before the
vote, so an operator appearing in both lists still cannot vote for its own
header. Each entry was checked against 767430 for three consecutive tries on
2026-07-26.
